A draft US move to restrict Chinese optical transceivers sent Coherent up 13% and, on a dovish jobs print, the rate-sensitive quantum pure-plays ripped alongside it — a broadly green session with AMD the only real red.

Coherent led the basket, up +13.4% to $379.13, after a report that US officials are weighing restrictions on imports of Chinese-made optical transceivers used in data centers — a policy tailwind that would hand share to domestic and Western suppliers. In this vertical's map Coherent sits at the photonics-and-optics chokepoint: the lasers, indium-phosphide chips and transceivers that carry both classical datacenter traffic and the entanglement-distribution links quantum networking will ride. The move stacked a regulatory catalyst on top of the AI-optics demand story and front-ran the company's own fiscal-Q4 report, due August 13 — anticipation, not results.

The laggard barely qualified as one. Advanced Micro Devices eased −1.2% to $483.36, and beneath it Alphabet −1.0%, American Superconductor −0.4% and Quantinuum −0.3% rounded out a shallow red tail. On a session where the July payrolls miss (23,000 jobs cut) pushed Treasury yields down and the market repriced the odds of a rate hold, the long-duration, cash-burning quantum names — the most rate-sensitive corner of the tape — were exactly what got bid, so the "laggard" here is a −1.2% wobble in an otherwise uniformly green basket.

That rate-sensitivity showed up everywhere below the optics choke. The quantum-hardware pure-plays squeezed hard — IonQ +11.9% to $44.43, Rigetti +8.5%, D-Wave +7.0%, Arqit +6.7%, Infleqtion +7.2% and Quantum Computing Inc. +4.6% — as duration came back into fashion. The enabling-materials-and-isotopes layer firmed too: ASP Isotopes +8.0% at the silicon-28 and enriched-isotope choke, GlobalFoundries +7.1%, MKS +4.7% and IPG Photonics +4.1% across the vacuum, motion and laser-tooling names that gate any qubit fab. It was a beta session dressed as a theme: dovish macro did most of the lifting, with the transceiver-policy headline giving optics the sharpest single move.

The near-term calendar is dense. IonQ and ASP Isotopes both report Q2 on August 12, Coherent's fiscal-Q4 print lands August 13, and Keysight — the test-and-measurement choke for qubit control — reports August 18, with NVIDIA on August 26. IEEE Quantum Week (QCE26) convenes in Toronto September 13–18. The policy overhang to watch is the National Quantum Initiative Reauthorization Act, whose House and Senate floor votes are still pending — the funding backbone under the entire domestic quantum stack.
